Are owners of internet connection liable for copyright infringements by the means of their connection ?

In a decision of 18 October 2018 the ECJ decided that it is not sufficient for the owner of an internet connection used for copyright infringement to name the person who might have had access to that connection, without providing further details as to when and how the internet was used by that person (thereby preventing that person from being held liable) to escape liability.
